Using http://snapshot.debian.org I installed version 1.4.4-7 of cups;
this is what Squeeze started with. lpadmin behaves exactly as expected.

1.4.4-7 was purged and 'apt-get autoremove' ran. Then 1.4.5-1 was chosen
to replace 1.4.4-7. It behaves as described in the first post of this
report.

There appears nothing particularly Debian-specific in the changelog to
account for the change in behaviour but

describes two lpadmin related fixes.

FWIW this bug is also present in Fedora-Live-Desktop-x86_64-20-1 (CUPS
1.5.4) and in the ubuntu-13.10-server-amd64.iso downloaded yesterday.
