I'm really unsure of what to respond about the request for a cups.conf
that produces this issue since I personally never experienced it. You
might have better luck asking anyone who submitted a bug report
against CUPS-PDF on the precise topic of a failed install.

Anyhow, upstream's request is besides the point. The report you filed
upstream is about the error message being cryptic and misleading, from
a user's perspective. The fix is not about finding what causes the
error message (which would be useful, but is an entirely separate
issue), but rather to make the error message say something that the
end-user seeing it appear would understand and be able to act upon.
