cups currently ships cupsd.conf as a conffile with hand-written
contents. As soon as cups is started, however, it replaces this file
with its own version, which removes some options that are set to their
default values, removes the comments, changes the white space and so on.
The result is that it's no longer useful to perform a diff between
the shipped cupsd.conf and the current one, making conffile prompts much
less useful than they would otherwise be.

Please ship a copy of cupsd.conf as written out by a default
installation of cups to work around this problem.

/etc/cups/cupsd.conf.default is shipped since cups 1.3.0 and still is in 
1.7.0-1, then marking this bug as done.
