Indeed. This has been reported in 2011 on the upstream bugtracker.

The most up-to-date systemd support patches seem to be Fedora's:

http://pkgs.fedoraproject.org/cgit/cups.git/tree/cups-systemd-socket.patch

That said, I am very likely to wait on both the resolution of the init 
system choice decision by the technical committee (#727708) and/or the 
inclusion of this patchset by upstream.
