>From the cups-filters 1.0.41 changelog:

* debian/control: Added "Conflicts/Provides/Replaces: ghostscript-cups"
  to the cups-filters binary package as all files from ghostscript-cups
  moved to cups-filters.

So this is expected and ghostscript-cups should be removed automatically 
instead.
