I'm experiencing the same issue with a setup in which both the client
and server are running cups 1.6.3-1 (the client sends a PJL file and
calls it application/vnd.cups-pdf, which causes the server to barf).

I note that cups 1.7.0 has just been released; have you had an
opportunity to look at it yet?  Might that resolve this bug?  I have
looked at the Debian 1.6.3-1 package, and note that it has just under
40 patches; I don't have the time to try to port this to 1.7.0 to see
whether it is successful in this regard.
