We could add by default the output of  lpinfo -l -v to our bug report
using some script.
identically maybe a cupsdebug script under /usr/lib will do
automatically the step of HOWTO_BUGREPORT_light

I could help for the first step

I believe the  HOWTO_BUGREPORT_heavier should be a wiki.
