No. texgyre fonts are not intended to replace the urw-base35 fonts for
ghostscript. They merely provide added glyphs and better kerning for
LaTeX and in the form of the OTF variants for other applications as
well. 

Regarding falling back to texgyre fonts whenever an application requests
a base35 font via fontconfig: This is already taken care of, c.f.
#616419. It is just that Jonas recently found out that fontconfig might
still give the original urw fonts higher priority, but this is already
addressed in #720953.
