upgrading to recent version of cups in wheezy
* What exactly did you do (or not do) that was effective (or
ineffective)?
in order to use a printer one has to first unblock it and switch on in printers
panel in system settings and give the root password, before printer was
available on plugging in the cable
* What was the outcome of this action?
Printer did become available
* What outcome did you expect instead?
I was expecting to have printer available immediately upon plugging in

Unless I am misunderstanding you, printers have to be installed after
they are discovered. This involves the user having the authority to do
so as you describe, Hence closing this report.
