It tries to compile phpcups because you are building in a non-clean 
environment, which has php-config. I'm then hereby closing this bug.

Please build in a clean build environment and report a new bug if that's still 
a problem.

(I also note that hppa is the only architecture that doesn't have a 
sufficiently new debhelper for the debian-ports buildd to catchup; that's 
maybe the first thing to fix.)
