I've noticed a behavior quite similar to this, on Ubuntu, as a result of
the below-linked bug:

In a nutshell: Running the CUPS 1.6.1 client locally, talking to a
remote CUPS 1.5.x (or older) server. The client cannot communicate with
the server, due to an IPP version mismatch, and fails to handle the
error condition gracefully.
In my case, it occurred when I attempted to print a Web page in
Chromium. As soon as I hit Ctrl+P, the window in question no longer
responded to clicks, scrolling, closing, etc. (Other browser
windows continued to function, probably due to Chromium's multiple-
process model.)
The IPP version-mismatch issue was fixed in 1.6.2 (an explicit version
specifier is now required for the CUPS client to work with older
servers), but the behavior of the client in a server-related error
condition almost certainly remains an issue.
