Could this be a bug in the ipp backend? It does not appear to be present
before 1.5.2-7. Replacing the ipp backend in 1.5.3-2.15 with one from
any of the .debs after 1.5.2-7 gives the behaviour you describe.

The significant change in the Debian packaging of 1.5.2-8 compared with
1.5.2-7 is that the patches

  ipp-backend-fails-to-trigger-authentication-prompts.patch,
  ipp-backend-http-1.0-fallback-fix.patch,
  ipp-backend-missing-document-type.patch

were removed and replaced with

  ipp-fixes-1.5.3.patch ,

which updated the ipp backend to the state of the upcoming 1.5.3.  I'd
assume all the code in this patch was upstream code. ipp-fixes-1.5.3 was
removed in cups (1.5.3-1) because the code would now be present in the
upstream source package.

An interim solution is to send the print job from client to server using
the ipp14 backend.
