1. CUPS is only the messenger; please do not shoot it! It displays the
   information it is given when it runs cups-driverd. What else can it
   do?

2. Whatever package provides the information to CUPS may be suggesting a
   driver which is not the best for your use. However. a recommendation
   for the driver of a particular printer is provided on a best effort
   basis, so the package involved isn't necessarily at fault either.

3. The outcome of "best effort" depends on you and me.

4. If you wish to alter the recommended driver for your printer you
   should read

   http://www.linuxfoundation.org/collaborate/workgroups/openprinting/database/howtocontribute

   and act on it.

I see no bug here in Debian or its CUPS package.
