This is because the download location in .conf file is wrong
Download hplip-3.10.6-plugin.run and hplip-3.10.6-plugin.run.asc from
www.openprinting.org/download/printdriver/auxfiles/HP/plugins (correct
location)
run hp-setup -i
When asked don't give download and install option Give "specify path manually"
option
Give the path to downloaded files (eg if downloaded in desktop give
home/username/Desktop)
The plugin will be installed.
