Bug#676378: foomatic-db-engine: foomatic-getpjloptions refers to non-existent /usr/bin/nc

The foomatic-getpjloptions does not work, since it tries to run /usr/bin/nc,
which nc resides in /bin/nc.

Also, all nc's error messages are redirected to /dev/null, so the user does
not get notified when it's impossible to run nc or for example if the host
does not exist.
