Bug#623627: hplip: bug script starts /usr/share/hplip/systray.py

When reporting a bug, the bug script causes /usr/share/hplip/systray.py
to be started.  This is not acceptable.  I expect that a bug script does
not start or stop any sort of service and does not drop anything into my
notification area.  I expect that behavior on Windows, but not on Linux.
If you want to run a command that causes any of those types of
behaviors, you need to get explicit consent from the user *before* you
do it and it needs to be optional.

Please fix this in your next upload.
