For some reason, Lenny version of hpijs-ppds (3.9.4b-1) had some PPD
files, which are missing in Squeeze version. For example,
HP-OfficeJet_j3600_Series-hpijs.ppd. In general, Squeeze version
misses many PPD files.

Squeeze version: 13344 Kb

This file, and others have been returned in the sid version:
http://packages.debian.org/search?searchon=contents&keywords=HP-OfficeJet_j3600_Series-hpijs.ppd&mode=exactfilename&suite=unstable&arch=any

Can you install the version from sid (3.9.10-4) and see if this fixes your issues?

The reduction is package size should also be expected:

hplip (3.9.10-3ubuntu3) lucid; urgency=low 
   * debian/rules: Remove identical PPD files, they only waste space and
     cause duplicate entries in printer setup tools (LP: #493282).
