The hp backend was changed to return an error back to CUPS if the device
is no longer available. This means it should only loop if the device
returns a valid device-id.

Check the CUPS error policy for the specified printer queue. CUPS can
stop-printer, abort-job or retry-job. If the policy is retry-job then
this may cause the syslog to fill up.
