Bug#529630: cups-bsd contains incorrect dependency fields

The dependency fields for cups-bsd contain a "recommends" for cups,
and a "depends" on debconf and update-inetd. This means that the
cups-bsd client installs the following packages (beyond those that are
required for cups-client):

 foomatic-db{a} foomatic-db-engine{a} foomatic-filters{a} ghostscript{a}
 ghostscript-x{a} gs-common{a} gs-esp{a} gsfonts{a}
 libavahi-compat-libdnssd1{a} libavahi-core5{a} libbind9-40{a}
 libdaemon0{a} libdns45{a} libgs8{a} libisc45{a} libisccc40{a}
 libisccfg40{a} liblwres40{a} libnss-mdns{a} libpaper-utils{a}
 libpaper1{a} libpoppler3{a} libslp1{a} openssl{a} openssl-blacklist{a}
 poppler-utils{a} psfontmgr{a} samba-common{a} smbclient{a} ssl-cert{a}

I think that this is incorrect: I don't think that cups-bsd should
recommend cups, although I am not sure about the depends on debconf
and update-inetd.
