Bug#522848: hplip: scanning only working as root

hp-toolbox and scanning isn't working. Scanning works as root, but
when run as a normal user, I get this:

No scanners were identified. If you were expecting something different,
check that the scanner is plugged in, turned on and detected by the
sane-find-scanner tool (if appropriate). Please read the documentation
which came with this software (README, FAQ, manpages).

If I add the following rule to /etc/udev/rules.d/z60_libsane.rules , I
can scan as a normal user (member in the scanner group):

hp-toolbox run as normal user also works after adding that rule.
Running hp-toolbox as root result in this:
