I am not sure to understand what you mean as hp-toolbox is part of the
hplip-gui package which depends on python-qt4-dbus.
However, even with python-qt4-dbus installed, I have the same problem:

I have tried installing python-qt4-dbus from experimental, but same problem.
I guess this bug should be moved to hplip-gui and retitled - I let this
up to the maintainers' choice.
