Yes, in most cases, it is better to depend on $syslog instead of
syslog.  As most programs are able to run without the syslog server
running, it is probably better to use should-* dependency instead of
required-* for $syslog.

I believe most scripts use $syslog instead of syslog, but it is based
on the packages I have checked in my work on this release goal.  I am
sure there are some packages with incorrect dependencies, but luckily
it should be the minority.  Anyway, thank you for bringing it to my
attention, I'll keep it in mind.
