Bug#494420: hplip: reportbug presubj notice shouldn't direct to a site requiring authentication

Hi.

I understand the maintainer's will to avoid unnecessary user queries
relating to the program's use and not to the Debian packaging.

But in the current /usr/share/bug/hplip/presubj contents, it looks like
one has to register to report an end-user bug.

I'm doubtful this is usual habit for Debian packaging. It is even rather
rude for users wishing to help and dedicate some time to report a bug.
Maybe something like "we value users reports, but we are busy, and so we
kindly ask you, etc." would be preferable.

I guess that suggesting to check the FAQ (hopefully it won't require any
registration) would be something better to display first.

Then, maybe explain that one may ask for end-user questions on the
launchpad-operated site, but explain aswell that being a registered user
will be necessary.
