I am using a Hewlett-Packard PSC 1400 and wanted to scan a document.
It just fails:
$ scanimage -L
device `hpaio:/usb/PSC_1400_series?serial=CN55DB40YF04BN' is a Hewlett-Packard 
PSC_1400_series all-in-one
$ scanimage >image.pnm
scanimage: open of device hpaio:/usb/PSC_1400_series?serial=CN55DB40YF04BN 
failed: Device busy

In /var/log/messages I see the following error message:
