Bug#469179: cupsys: Not possible to administer CUPS
The problem persists into 1.3.7-7. I have determined the problem arises
from "AuthType Basic".
If I disable authentication, admin functions work. With the ssl
authentication enabled, nothing via the web admin pages works.
Note that I have not changed the config files. They are as they were
when the web pages worked with ssl authentication.
