That is not consistent with localized HTML content using non-ASCII charsets. As an example, the French HTML pages are written in ISO-8859-1, which results in incorrect rendering on the web browser on when UTF-8 is used. I understand it would be impractical to specify a charset in cupsd.conf since the "right" one would depend on the system locale.
