Bug#469547: cupsys: Cannot read cupsd.conf if a netmask masks a nonzero bit

If cupsd.conf contains an Allow directive with an ip address whose 
nonzero bit is masked with a netmask, cupsd fails to start with the 
following message:

  foobar cupsd: Unable to read configuration file '/etc/cups/cupsd.conf' 
- exiting!

For example,

  Allow From 172.16.1.1/255.240.0.0

causes the problem, while

  Allow From 172.16.0.0/255.240.0.0

is OK. 

Of course, this is not a big problem, if users know this behavior. The 
real problem is that cupsd claims that it cannot read '/etccups/cupsd.conf',
when it simply cannot handle the netmask. I spent one hour trying to 
find what the real problem was, by modifying my configuration file.
