The problem turned out to be that the poppler-utils package was installed, but xpdf-utils was not. The -cfg option to pdftops is only supported by the version of pdftops in xpdf-utils. I never installed poppler-utils manually - it must have been brought in by another package dependency. Thus I think this is a dependency issue with Cupsys.
