Bug#333746: cupsys: CUPSYS needs an interface for easy reinstall of updated PPDs

NB: this was resolved WONTFIX upstream, with the following comment:

        I think CUPS 1.3's CUPS_GET_PPD operation can be used to
        implement this on the client side more effectively than we could
        on the server side.
