All PPDs distributed by hpijs *upstream* are in hpijs-ppds.  HPIJS upstream
however only takes care of PPDs for HP printers, for obvious reasons.

That pretty much explains the problem.  I guess we need another package with
the non-HP PPDs.  I was personally not aware of non-HP hpijs PPDs or I'd
have brought up the issue myself.

No can do.  hpijs-ppds (which CAN be renamed to something else, like
hpijs-ppds-hp) is the set of PPDs known to work well with a given version of
hpijs.  This set is provided by HP upstream with every hpijs (actually,
HPLIP) release, and they do not take care of the non-HP hpijs PPDs.  I don't
want to mix anything taken directly from linuxprinting.org into this
package.

Packaging the non-HP hpijs PPDs from foomatic in a hpijs-ppds-misc package
is the proper solution IMHO.  I'd of course update the hpijs-* packages to
account for the new ppd package.

And IMO the best place to create such a package is in the
foomatic-filters-ppds source package, so it is a matter of what the
foomatic-filters-ppds maintainer thinks of the idea.

The package should not include the HP hpijs PPDs (just filter out all PPDs
with a Manufacturer of "HP"), or it should conflict with hpijs-ppds.
