If I press cancel while the package's debconf configuration is running
(or interrupt the invocation of dpkg-reconfigure with ctrl+c) then CUPS
is left in a rather bad state.

First, the server isn't running. Second, there are no symlinks in
/usr/lib/cupsys/backend. This means that when I start the server and
print something, cupsys proceeds to chew 100% of my CPU, while spamming
the following message to error_log hundreds of times per second:

Reconfiguring cupsys again and completing the process restores cupsys to
a working condition.
