Bug#350668: cupsys: /etc/init.d/cupsys (stop|restart) works only when cupsd is running as root

This bug has already been fixed since 1.2.1-2 at the latest.

/etc/init.d/cupsys was rewritten?
There's no `--user root' parameter now.
And,
> When cupsd is running as unprivileged user like 'cupsys' by using
> 'RunAsUser' directive on cupsd.conf,
on cups 1.2, `RunAsUser' directive does not exist, so running cupsd
without root privilege would be impossible, maybe.
