Actually, this is a file permission and/or ownership issue on the configuration file. There are two solutions to this: 1) chmod a+r /etc/cups/cupsd.conf or 2) chown root.lp /etc/cups/cupsd.conf The CUPS maintainer team shall upload new packages shortly.
My cupsd.conf file had group of lpadmin, if I recall correctly, and I am fairly certain I also tried "lp" as the group.
I tried a few different work arounds. Just before your email arrived, I did this, which worked to at least be able to start the printer:
echo Port 631 > /etc/cups/cupsd.confI then saved a change on the /admin page, and went into the "edit config" page. I saw an entire config file. This new config file has user root and group root.
However, I still could not print out - the printer would stop. I had to go to /var/spool/cups and change the group of the waiting spool file from root to lpadmin.
Currently, the new print jobs have user/group of root/lp, and the system is working. I look forward to an official fix!
