Installing foomatic-filters-ppds does not place the PPDs in a location
that is searched by CUPS.  The filters do not show up in the CUPS driver
list while installing a printer.

I resolved the problem by adding a symlink:
/usr/share/cups/model/foomatic to
/usr/share/ppd/linuxprinting.org-gs-builtin

which is where foomatic-filters-ppds installed all of its PPD files.  I
believe that this link should be installed by default if CUPS is already
installed on the system.
