Thank you, it is confirmed then: we have a regression of the "turn printers
on during startup" issue.  I am forwarding the bug to HPLIP upstream.

Synopsis of this bug:  hplip (hpiod) 0.9.10 is turning some USB Deskjet
printers on again, both when hpiod/hpssd start, and when CUPS restarts and
probes the available printers through the hp:// backend.

This is a regression, but I don't recall when the issue was fixed.  It is
not clear when things broke again, either.
