Bug#350924: hplip fails to configure without shadow passwords

hplip just calls adduser. adduser calls chage.  So, this bug belongs to the
adduser package :-)

AFAIK Debian is dropping support for shadow-less systems, so I am reducing
the bug severity to minor before reassigning it.  It is up to the adduser
maintainer to decide what to do with this bug.
