They are created automatically. I can't reproduce this either on a
live unstable system or in a clean chroot.

It couldn't create the file. Did /usr/share/cups/model have odd
owenership or permissions beforehand?
If you purge cupsys-driver-gutenprint and try again, do you still get
the problem?
