Bug#324289: hplip-base: unnessary conf file question

Recent upgrade from stable to testing caused hplip-base to
ask about installing a new /etc/hp/hplip.conf and
/etc/init.d/hplip, but the only thing that seems to have
changed is the version number (according to diff). So,
I would prefer not have the installer ask me about
upgrading these files - just go ahead and do it.
