It's a quite different issue KDE/GNOME tool modifies config file
radically or we should drop cupsd.conf from config list.

I'm planning to split configuration of CUPS to some files (static and
dynamic), but this needs a negotiation with other developers of such
as KDE, GNOME.

About dropping cupsd.conf from config list, I say "no". Because not
all of us use KDE/GNOME printing utility, and it's strong Debian
policy we must keep a configuration until user chooses 'purge' clearly.
