You can use any NETINST image as offline installer. You can just skip
configuring the network and install a minimal system from CD-ROM.

But you don't really have to do that. Even when the latest kernel is
installed, you can simply choose not to boot it.

This image uses the 4.19 kernel:

There was probably a regression that made the kernel crash on OldWorld
PowerMacs. As I said, code tends to bitrot when it's not being tested
and the majority of users are using Debian on NewWorld PowerMacs.

However, you can follow Stan's instructions who seems to have the latest
information on how to get Debian to work on OldWorld PowerMacs.
