Re: ppc64el: IEEE 128-bit long double instead of IBM 128-bit long double

We are maintaining a list [1] of the packages needing changes and rebuilds.

Many of the cases were identified by a FTBFS, only on ppc64el, in a
dependency of the package needing the rebuild. In Ubuntu, "no-change
rebuilds" are handled as sourceful uploads, with only a new changelog
entry and the reason, instead of binNMUs. One of the advantages of
this approach is that autopkgtests are triggered, sometimes exposing
additional packages needing attention.

Because of the relatively low number of rebuilds required, I suggest
this approach also be taken in Debian, instead of the usual binNMUs.
