You include the keyring when creating the chroot using the "--include" option:

# sbuild-createchroot unstable /srv/chroot/unstable-powerpc \
  --arch=powerpc --variant=buildd --include=debian-ports-archive-keyring \
  http://ftp.ports.debian.org/debian-ports
