Bug#982359: util-linux: ppc64 toolchain creates huge binaries, possibly normal

The "oversized-chunk" test always fails on ppc64el. I guess the
toolchain just likes to create overly large binaries? (Compared to
other archs.)

Version is set to the lowest one with autopkgtest *logs*.

Maybe "fixing" this should add an arch-specific check for ppc64el (and
ppc64)?
