Well you can get a Power 9 board and CPU for about 100 RPi [1].
Pretty sure Debian runs on that, including ppc64le. Its EATX sized,
so better have a decent case.
Interestingly they actually provide source code for the firmware, BMC,
FPGA, etc for their systems.
