No, it’s a problem with the current sane-backends package in Debian unstable which is missing a library transition. It is not specific to ppc64, but doesn’t show on the release architectures.

This is a known bug which has reported upstream. I don’t have the bug number at hand at the moment. I have been trying to debug it but I was unsuccessful so far.
