We are not really concerned with netboot at the moment, at least I am
not because 99% of users want to use the CD-ROM installer.
But if you really want to test netboot, you can find the images inside
the tarball for debian-installer - as usual:
http://ftp.ports.debian.org/debian-ports/pool-ppc64/main/d/debian-installer/debian-installer-images_20170828_ppc64.tar.gz
I am not going to look at any issues with netboot at the moment though,
I am more than overworked enough.
