at a builder or two, to see if there are any new nasty surprises on PPC

Relatedly, if you know of any way to put powerpc/ppc64/ppc64el into our
upstream CI without paying Softlayer a thousand dollars a month or an
IBM vendor ten thousand up front, it might give us a better early
warning on breakage
