ppc64 and ppc64el virtual machines available for developers

I would like to announce that cloud machines were upgraded to POWER8, and it
continues to be free for Debian/ppc64{el,} development. YAY!

Any Debian Developer can have a full VM with a good amount of resources on this
cloud.
