you haven't mention the step, is there something in the log of tftp?

I did not see the steps from dnsmasq's output. The only tftp request I can see is for yaboot. (Not sure if dnsmasq would print messages when requesting for non-existing files.) The Debian's install guide does not say yaboot.conf must be in the /etc dir but I can try it.
