This is still a possibility at this point.

So the bug report seems justified even under these strict rules.

I can't seem to find it though, have you got back a bug number?

(FWIW, reportbug also has this nice feature to send a copy of the final
report to additional e-mail addresses. I use this for sending copies of
relevant reports to the debian-powerpc list)
